25$ may be nothing for most of the adult, first-world developers.

It may be a big hurdle for a 13 year old who just created a couple of
fun apps but has not earned a penny in his life yet, and does not own
a credit card.

It may be a month's salary in some parts of China, where more and more
people can have access to computers through the popular internet bars
at a price much lower than the 25$.

On the positive side, the fee may prevent the common user from
googling for free apk files and uploading them at some price under
their name just for fun. But as stated above, it may not prevent
professional spammers of doing the same.

Still, it is a nuisance for most developers. So I think sooner or
later, this fee will either drop, or Google will allow for fee waivers
(like you submit one of your original apps, Google reviews it, and if
everything looks ok, after a couple of days you can create your
account for free) as an alternative to paid accounts.
