If Google does some kind of matching of the name on your credit card
against the name you applied in signing your app (or maybe ask during
the Android Market registration process for some other, encrypted, app
signing parameter known only to you), that might offer protection
against others uploading stolen apps to Android Market. That would add
some real return value to a paid registration.

Of course the $25 figure could for this purpose be a minimum credit
card transaction.
