Personally, I'd take in-app purchases (wherever you are in the world) over just about anything at the moment. See the impact that has had in the AppStore. But really, isn't the point of this to discuss what we, as developers, would like to see changed regarding the Market? Whether anything should be done about it is another matter and beyond our control. I think most devs understand the Android team have all sorts of pressures to work on one thing or another and so this is in no way a criticism of them or the work they have done. Its simply taking an objective look at the Market and saying, "Hey, it would be really great if it could be like this". I agree the petition is not particularly well worded.
