Assuming that, then: a) development would not cease on the "rest of Android" to improve the market. b) even if it did, many of the improvements people are talking about should not take several months of effort. Increasing the character limit should take all of 5 minutes and throwing together a website that listed all apps and was searchable shouldn't take a Google engineer more than a day or two.
