I publish an app which by and large gets good reviews (71 comments
with an avg of rating of 4.7 stars).   A while back I pushed out an
update which changed some behavior that one user didn't like due to an
unanticipated way that he used the app.  Nobody else complained and
overall I thought the change made the app better so I told him (vie
email) that I was going to keep the new behavior.

Now, I would have been fine if he was upset and gave me a one star
review - you can't please everybody.  I would have also been happy to
refund his purchase.  But instead he chose to misuse the market
ratings in an attempt to force me to implement the change that he
wanted.  He did this by creating a one star review every few days
saying that the app was "broken" and needed to be fixed.

How is this allowed?  This is clearly an abuse of the market and is
very misleading to potential customers.  Why are people allowed to
leave multiple reviews?  Is there any way to blacklist these people if
there is a demonstrated pattern of abuse?
