So, not having any chance of being reached is better than having some? If 
someone wants to contact you at random moments, but you don't want to, you 
can still don't give them your number, or give them with an explanation that 
you may be available or not at a given time. That's why many people (at least 
in this country) have two phone numbers: a personal one, and a professional  
one.

I'm surprised to read how sure you are of how things are with a mobile phone 
if you've been that many years without one. ;-)

Also, reading again your first mail, I have to say that I'm surprised how 
prices are in different countries. In Spain, a person like my girlfriend pays 
about 30€ each month (a little bit more than 30 USD) depending on how much 
she talks, and she has no termination fee. She also receives free new phones 
depending on much points she accumulates (depending on how much she speaks). 
That's the picture of the average phone consumer here. Both the phone and the 
line are very cheap.
