According to Digital River which is probably the biggest eseller in the world and whose SWReg service I use if you have an order via credit card it is "signature on file" and they have to grant a refund anytime because of that (probably only within 30 days though). They also claim for orders they are the "merchant of record" when it comes to taxes etc which makes me think that Google is wrong as far as taxes go (something you might want to keep in mind if they become an issue).

How do you know that? I've read elsewhere that this 15 minute change is
to bring Market into line with the rest of Google Checkout, which would
imply to me that it's from time of purchase, not download. So I'd be
interested to know why you say otherwise.
