The only decent way out seems to be to have some default refund window
- say 15 minutes - but offer the developer an option to override this
and set another (larger) refund window, even 24 hours or whatever.

Unless the current payment systems are cast in stone, this should not
be too hard to implement? The refund window can be clearly shown to
the buyer, along with any other easy-to-understand clarifications.
