The Android Market didn't base their model off other esellers like
Digital River, Pocket Gear, etc.

They seemed to have based it off eBay. On eBay, if you sell a few used
baby clothes, you are responsible for collecting sales tax as needed
and reporting it to your state authority. Ebay does not consider
itself a retailer, but a marketplace that you pay to list in.

Now that they've moved to a bulk delayed payments model, it would be
nice if they acknowledged that they *are* the retailer, and handled
the tax themselves, while giving us royalty or wholesale payments.
