One thought comes to mind: Isn't English the official language for
personal computing in Japan?

Anyway, I'm having a similar dilemma. I wish that, from the start, I'd
made my app available to select countries instead of all. Too late for
that now. Now if I take it off the Market for countries where it has
been before, what will happen?

For me, localization is a small part of the problem. My app has okay
data for the whole world, and great data for select countries. it
often depends on what data I can get from their governments. I think
I'll get higher ratings if I take, for example, Ireland off the list,
but will that be balanced out by support costs of people from Ireland
who can't find the app or may have already bought it? And are there
people in Ireland who are just fine with the more basic data, or the
third party tools which I can recommend for getting the data? There
must be, if some people have bought the paid version.

And as for whether the comments are fair, no they are not. But people
look out for Number One, themselves, when they make comments. And some
individuals think that comments are a good place for a feature request
(I don't). I've seen comments to the order of "This is absolutely
useless for my rather unusual use case because it doesn't have this
obscure nitpicky feature. 1 star".
