It could be. It could also allow people to game the system if they knew that they could kill bad ratings by releasing three times. :/ But that would be in line with my theory -- that "older" (for some definition of "older") ratings are being purged. It would be nice, in any event, to get official word on this. The silence of the Market team is very, very frustrating.
