I'm going to go out on a limb and suggest that they intended it to be the discussions that SOME people like to have (myself included) ABOUT developing and publishing apps -- but that a lot of people (i.e., Google Android developers) don't really care about, and that are therefore just noise on the "real" development lists, where the Googlers are doing their best to help as many people as possible.

In other words, this list is really the "everything else" list. Anything that would be noise on the main list, they'd probably prefer to see here.

 as others have indicated, this is one list that Google employees pay
 absolutely no attention to. Basically ever as far as I can tell.

It's not monitored closely by Googlers, but I have seen at least one Googler post here.

 probably as productive as writing them on paper, sealing in a
 bottle, and tossing them into the ocean. :-) Actually, that
 might be more productive...

I agree. The list that TreKing pointed out is likely the best chance anyone has of getting a feature noticed. [1]

 Just for the record, I have no intent to indicate non-developer
 discussion is or isn't welcome on this list. I assume we're all
 happy with just about anything.

I'm here myself to read comments by developers about development. If there were too many "confused user" messages, I'd likely unsubscribe. The noise from the random people who walk in and post without actually reading what the group is about gets bad enough from time to time that it bothers me, but the good discussions we've had have kept me here.

And frankly, this is an "Android Developer" list; if you look at the description page for it [2], it starts out "Fellow Android Developers." It does mention "discuss ideas about the Android platform," which is probably why the feature requests end up here, but most of these ideas are not "developer" ideas as much as "end user" ideas.
