The scenario is not outside the realm of reality Especially if you guess that the person writing it is 13 years old. These are your assumptions: 1. It's a phone, not a tablet. 2. Person paid for the phone themselves. 3. It has a monthly contract. 4. The person is paying that monthly contract themselves.
Maybe the parents leave their phone unattended. Maybe they gave him their old G1 when they got an upgrade. Maybe they got a tablet for Christmas. A person in the US younger than 16 has little control over their money earning prospects, plus usually little incentive to earn. My 10 year old daughter got a tablet for Christmas. No contract. She doesn't have a bank account or a credit card. I've noticed that Amazon, and many other third party stores, won't let you buy even free apps without entering a card, but Android Market will. That is a detriment to the cheap tablets that aren't Google approved. But none of this really changes your response. In my opinion, those who are unable or unwilling to spend money on apps ARE NOT PART OF MY TARGET MARKET! Therefore, it isn't worth spending much time on them. It's not like the Android Market really gives you an easy way to give away an app for free anyway.
