It was controversial in Alacant too. The scaleMT and Tradubi folks just chose to go that way, breaking the existing GPL consensus (with some GPLv3 controversy, granted) in Apertium.
Personally I think in the end generosity pays back better than restrictions, but restrictions may sometime be a valid tool to create a commons. I think Affero GPL goes a bit too far with copyleft restrictions, and this may scare potential contributors. GPL strikes a nice balance, I think. I think it is working nicely with Apertium.
