Em sembla una bona idea. "has arrived to affirm" sona fatal. Hi ha, però,
alguns problemes.
Aquest és el sentit sempre que es tracti d'un verb com ara "decir",
"afirmar", "declarar", etc. Però amb altres verbs pot tenir un altre
sentit. Potser él més frequent és "ser":
Ha llegado a ser una gran persona -> has become...
en la RAE surt l'exemple de "*Llegó a reunir una gran biblioteca" (que
també podria ser "ha llegado a reunir..."). *Aquí té el sentit de
"aconseguir finalment". i "No han llegado a conocerse" seria "they didn't
get/come to know each other" (?). A Linguee es poden veure alguns exemples.
En català el sentit de "arrivar a" + inf crec que, segons la normativa, no
té mai el sentit de "has even + pp", però la realitat és que es fa servir
molt.
Potser es podria excloure el verb "ser" de la regla i aplicar el canvi a la
resta de verbs.
Una solució menys arriscada seria traduir "ha llegado a X<inf>" per "has
X<pp>". Aquí es perd informació però almenys la traducció no és incorrecta.
