La CEOE insiste en que “se destruirá empleo” y las empresas “serán
menos competitivas”. Ha llegado a afirmar que se “pone en riesgo la
recuperación”.

A: The *CEOE insists in that “it will destroy employment” and the
companies “will be less competitive”. It has arrived to affirm that it
puts “ in risk the recovery”.

How about translating "ha llegado a X<inf>" as "has even X<pp>", e.g.

It has even affirmed that it puts "in risk the recovery".

With better lexical choice:

It has even stated that it puts "at risk the recovery".

Google and Lucy don't do much better with the structure:

G: The CEOE insists that " will destroy jobs " and businesses "will be
less competitive." It has been argued that " threatens the recovery."
L: The CEOE insists that "employment will be destroyed" and the
companies will "be less competitive". It has gotten to state that "the
recovery" is "put at risk".

Thoughts ?
