If you're using their wizards, the presentation of your content will be constrained to what the wizard is designed to handle. There should be an option to start with an empty presentation, though, which would let you do whatever you want. (I've never used PowerPoint, but I've used Publisher a fair bit. I always tell Publisher to create a blank document in whatever size I want (usually letter) and continue from there.
