Good question ... ;)
But Bernie is right ... I have used many Packers, and RAR compresses
everything I have tried with it much better than ZIP or ARJ.
(Don't forget that it is much younger ...)

I have packed my DOS direcory (3.522.956 bytes, I have delete some stuff
like msav, or msbackup ...)

I used the maximum compression ratio (tightest) with ZIP (2.50)
and good ratio (2. tightest) on all other packers.

1.arj         2189744   3.06.00  23:57
1.rar         2049587   3.06.00  23:58
1.zip         2183847   3.06.00  23:57

Exactly the result I have thought of:
ARJ -> ZIP -> RAR -> ACE

If you don't believe Bernie or me, download the programs, and try for
yourself ;)

This is only, because ZIP is the defacto standard (I never understood why)
So they configure the MIME Type right for ZIP ...
