Here in Australia, there is this free national ISP that has local calls 
everywhere. I don't use it myself, but several of my friends do. The 
number it dials is an 019 number (used to be analogue mobile 
phone, but now this weird new number). It goes to the closest 
number, costing the dialler a standard local call. Which is good 
because they live ~50km away, where internet is expensive.

I suppose its similar to our 13 number (eg 131888 is the local 
Domino's Pizza, where-ever you are in Oz). :-)
Why doesn't other countries have numbers like these?

BTW, the name is Global Freeway, and looks like it would work 
with Arachne - it uses standard Windows dialup with no banners.
