Many hundreds of those killed by the terrorists were not Americans.
They were citizens of other countries.  The attack did not create
hatred among Americans.  Almost all the American people are now
demonstrating a very strong spirit of national unity.  We are not
afraid.  We have a powerful national resolve to stand up and fight
the attackers.

Whatever the case, and whatever the motive, the attack was a crime
against humanity.  Any attack against any target located anywhere in
the United States or its territories, or any attack on its vessels on
the high seas, or its aircraft in international airspace is an attack
on the US.

I also believe it was an attack on the symbol of the WTC.  The attack
qualifies also of course as a crime against humanity.
