Let your DBA know that that server is way to small to service two or more applications at the rate you are. The problem is not disk access, it is the ability to retain in memory the most used data. Unless the database is completely tuned (which I doubt unless your DBA is really on top of things), performance will suffer. I recommend looking through the usage of indices on the most used forms and see if they are proper and utilized.
And finally, what is the performance issue? Forms loading slowly, queries taking a long time, new entries not completing, etc.

There has been a little degradation over time, I managed to identify a few issues with customization that were causing pain and shave off a little time.
Network is 1GB copper app/mid-tier, we're only using one interface although a second is available. I'm dark when it comes to db, I'm going to say it's 1gb as well.
DB is MSSQL, shared with another database that's fairly active though DBA says disk I/O isn't causing issue (yet).
Performance seems relative no matter where you are, if anything mid-tier seems slower and citrix actually gives us the best performance, we have quiet a few users, most of the heavy users hitting the app via citrix.
