How are your List Threads configured (min/max)?
How many Closed records in your SHR:ConsolidatedList table?

I would turn on your SQL logs and get a few query statements (ex: Open a
form, run a query, etc.) Try running those queries locally on your DB
(through Query Analyzer) and from your Remedy Box (SQL Client) and see see
the results. If they are different, it could be your network.

I saw this not too long ago and I guess the switch was set to 100 Full, and
Windows 2003 was set to Auto-Configure. Soon as I set the NIC to 100 Full,
the speed of the app increased tremendously.
