My recommendation may work with them instead of against. More memory is a good thing when you are looking at a database, especially when it is being used extensively.
And keeping the Consolidated List trimmed is a good thing.
However, this will not help in most cases when it takes a long time for a form to appear as this table is usually not looked at to bring up a blank form.

DB - Yes, we've been leaning on them to try and get the other app off our DB server, apparently it's some kind of "fairly busy" app owned by the networking folks.
