Yes, if you are using 7.x refer to the manual Form and Application Objects chapter 2. Or 6.3 Developing AR System Applications: Basic Chapter 3. You will want to look at adding Assignee Group access field id 112, or adding Dynamic Groups. You will also have to modify the permissions on the Request ID field.
