well the thing I don't get is that my concern is not in Notify actions.
I mean these my _users_ who try to create tickets including attachments.
So I don't see how to fire the Notify action the way you are giving.
My concern is NOT from a Helpdesk case
...
I don't send any notification with attachment.
My users try to send attachments to the ARSystem

Hopefully, I understood your question, correctly.
For example, when sending a notification from a Helpdesk case we include
the attachment fields. The Attachment is automatically attached to the
email.
In the Notify action of a filter, with a mechanism of email.
Include all relevant fields from the fields list, including the
attachment fields.
