Write a cron job that monitors the arerror.log file that looks for errors like ARERR 552, ARERR 21, ARERR 20, ARERR 90 etc basically all sorts of fatal errors that indicate the server is down or connection is lost to the database.. A cron job that tails into the arerror.log file to read new entries (tail -f) and looks for these strings should pretty much do that for you..
