My environment is Solaris and Oracle. We checked to make sure the email engine is only running once. I will check to see if the sent message flag is being set or not, because my timestamps are different.

I am also experiencing the same issue, but in a different server version. I am having the issue on a 7.0.1 patch 2 server upgraded from ARS 6.3 patch 20. I to would appreciate any suggestions on getting this resolved.
