I'm not sure if I'm understanding what you are asking.  They have a
specific set of CTIs and Summaries that are only used for
decommissioning.  So if they created the first one manually with the
first CTI in this set, then the rest of the tickets that would
automatically be created would just go down the list of types, items,
and summaries in the list.
