Gary, Maxim is right, Submitter Mode is the way to go because it allows users with READ AR Licenses to submit unlimited records and update the records in which they are the submitter.
If you are on AR System version 6.3 and are using the ITSM 6.0 applications and you are running into errors with modifying tickets through ITSM apps like Help Desk, I have developed some workflow that fixes the errors you see once Submitter Mode is changed to "Locked" with Remedy's OOB ITSM Applications (Change, Help Desk and Task). I can package it up if you wish to save you some headache.
