The error number range seems like its a system error, but have you checked if 
there is workflow that may be throwing that error? Workflow such as an Active 
Link or (less likely) a Filter?
 
Browse the ACTLINK_MESSAGE database table for text contained in that error 
message, and if you do find it, look for the Active Link condition that may be 
causing that error..
 
It is not likely to be a filter unless you are getting that error on a submit 
or query operation.. So if thats the case and you do not find an AL that throws 
that error, look for this message in the FILTER_MESSAGE table for a filter that 
may be causing it..

that is what I thought, but the user is Demo and with Admin access. I have 
tried with another user with a Fixed License and Administrator access. But 
still the same message.
The user has all application permissions, for example App-Admin etc.
