If you are using Oracle as the remote DB then this is quite normal. In your armonitor.conf, find the line with arserverd and make sure the first parameter is -t before -s
This will create a startup log file in the ar server bin directory. If you look inside that you will see cache information being retrieved from the database in chunks of probably 50. This is what takes the time when using remote Oracle db on a unix environment.
