It?s even faster without the extra language packs. That?s a definite improvement over what we were seeing before on 7.1 with ONE language pack installed (6-7 minutes in this environment). I.E ARS on same Switch as the DB server. Traversing Subnets, and Vlans is a Drag on performance. Do some TNSPings and see what responses are you getting ..
