Massive rounds of user training sometimes prove effective, but that's entirely dependent on the level of support your management will provide to you and how much they will back you up in your efforts.
Sell the idea to your managers that getting your users to log off will saves the company money in reduced licensing fees and makes your Remedy users more productive. Some managers care, some won't. Emphasize to your user base that logging off of Remedy when they complete their task frees up clock cycles on their local workstation thereby reducing the amount of memory their local machine is using and frees their processor for other tasks. Will your user base be receptive to the idea that sharing license tokens is good network etiquette? Needless to say this is holding a float license open for an hour that other users could have been using it.
