The best thing you can do is upgrade to 7.5. They have changed the model for how licenses are managed in Mid-Tier and it frees them up fairly quickly. If you aren't talking about Web browsers closing without logout, you could institute a 'busy' flag, every time they 'do something' (that's up for your own interpretation) update the timer, run time based AL that checks if now is > (last time they used + X), if it is, pop up a dialog asking them if they are still using the system...if the dialog stay up on their screen too long, issue a logout, if they say yes, update the timer...you could use global fields for this, and attach the same workflow to all of the forms they might be in that you want to track...
