I probably wasn't clear enough. This is during the install process, right after inouting the database info. It trys to connect and throws the "Could not connect" message. I looked at the 7.1 install logs and the install never asked for 'AR System Server DB Login ID" or the password. I'm sure it pulled the connection info from the onconfig file. That would be the correct thing to do.
