This is resolved and going to be part of 7604 SP1. "SW00390119: ARS 7.6.04 - User tool crashes when creating a People entry if client side logging is enabled". Fix was on the Server.

If I turn logging off, I can click the drop downs and not have the User tool crash. The menus work fine over the web. These are all out of the box menus but it looks random.. although I'm sure it's not.
