Thanks for the help, all. I have gone through the logs, no access denied and I 
have not found any ARSERR of the same code, extremly weird since ARS is 
returning that. I need to create a support case for this.

Question, the aiexfer utility is not suppose to be placed on the mid tier also, 
but merely with the Atrium/ARS installation?

Earlier I saw a lot of issues if you tried to do something in AIE with
a different user than the user AIE is set up with, not sure if this is
still an issue with newer versions of AR System and AIE.
