Shawn, Having been in that position in the past, BMC should be able to provide you with the information about if your hotfix is in SP4, and if not, they should be able to provide you with YOUR hotfix IN SP4....either way, you having that hotfix shouldn't impact your ability to upgrade.

The pre-load timings of Midtier have been optimized in 7604 SP4 and onwards. To quantify the improvements, the pre-load timings have been reduced by 75% and CPU utilization during pre-load has been reduced by 50%. Also a visual "Preload indicator" is available as part of latest cumulative hot fix for 7604 SP4. Earlier one had to rely on Mid-tier logs to check things here. The said changes are part of Midtier 8.0 as well.
