General rule of thumb:

All patches/service packs on AR system are cumulative.

So what is available in 7604 SP2; would be available in 7604 SP3 and 7604 SP4 
and forth.

Things are forward ported to forth coming releases/Service Pack/Patches etc.

However; there could be classic case; where I am on 7604 SP2 and need a hotfix 
and it got delivered; and while 7604 SP3 is in restricted mode, nearing its 
release; then said hotfix will not be part of 7604 SP3. It will make it to the 
next delivery vehicle or will be part of 7604 SP3 cumulative hot fix. 
[Exceptions could be there; where a one off hotfix may not be productized]

Yes, the Readme/Tech bulletins should help identify; if desired fixes are in or 
not. Most of customer reported issues are listed here in TB's.

I apologize for hijacking someone else's question, but I was on v7.6.4 SP2 with 
a custom hotfix for the Mid Tier.  When SP3 came out, BMC Support indicated 
that I shouldn't upgrade because the fixes in my hotfix were not included.  I'd 
like to be able to apply some service packs if they include other benefits like 
this but how would I know for sure (without just testing to see what happens) 
if the fixes I was provided are included or even necessary in SP4 or later?

Midtier pre-load timings had been one of major pain points, taking way too long 
to complete, slow and CPU intensive- adding to downtime.

The pre-load timings of Midtier have been optimized in 7604 SP4 and onwards. To 
quantify the improvements, the pre-load timings have been reduced by 75% and 
CPU utilization during pre-load has been reduced by 50%.

Also a visual "Preload indicator" is available as part of latest cumulative hot 
fix for 7604 SP4. Earlier one had to rely on Mid-tier logs to check things here.

The said changes are part of Midtier 8.0 as well.
