General rule of thumb: All patches/service packs on AR system are cumulative.
So what is available in 7604 SP2; would be available in 7604 SP3 and 7604 SP4 and forth. Things are forward ported to forth coming releases/Service Pack/Patches etc. However; there could be classic case; where I am on 7604 SP2 and need a hotfix and it got delivered; and while 7604 SP3 is in restricted mode, nearing its release; then said hotfix will not be part of 7604 SP3. It will make it to the next delivery vehicle or will be part of 7604 SP3 cumulative hot fix. [Exceptions could be there; where a one off hotfix may not be productized] Yes, the Readme/Tech bulletins should help identify; if desired fixes are in or not. Most of customer reported issues are listed here in TB's.
