Yes Laurent, this is the expected behavior with 7604 SP4, 8.0 and upwards with the said optimizations for caching.
Typical lab results with OOTB ITSM used to take around 50 minutes for preload; is now down to 10- 12 minutes and for CPU from a 90+ % utilization it has come down to around 50% utilization with the optimizations in place. Yes, now the systems/Midtier will be responsive even during Pre-load operation is on.
