Sandra,
Remove the last modified date qual. You're already firing on modify. Have
you run logs to see if the filter actually fires?

My users want an email notification when their Incident is modified. I have
created a Filter where:

On Modify, Execution order = 0 if ('DB.Last Modified Date' != 'Last
Modified Date') AND ('Status' < "Resolved") AND ($USER$ != 'Assignee')

Action = Notify

Mechanism = Email

Priority = 3

User: Assignee

Subject: $Incident Number$ has been modified

Text: $Incident Number$ has been modified. Open the ticket to view the
changes.

No outgoing email gets created/sent. Your assistance is appreciated.

Thank you,

Sandra Hennigan
