I spoke too quickly -
The email is sent if the Run If Qualification is:
('Assigned Support Company' = "My Company") AND ('Status' < "Resolved") AND
($USER$ != 'Assignee')
The email is not sent if the Run If Qualification is:
('Assigned Support Company' = "My Company") AND ('Status' < "Resolved") AND
($USER$ != 'Assignee Login ID')
I changed it because the staff doesn't want an email when they update their own
Incidents.

My users want an email notification when their Incident is modified. I have
created a Filter where:
On Modify, Execution order = 0 if ('DB.Last Modified Date' != 'Last Modified
Date') AND ('Status' < "Resolved") AND ($USER$ != 'Assignee')
Action = Notify
Mechanism = Email
Priority = 3
User: Assignee
Subject: $Incident Number$ has been modified
Text: $Incident Number$ has been modified. Open the ticket to view the changes.
No outgoing email gets created/sent. Your assistance is appreciated.
