Actually the status transition rules work in reverse - if the record is 
enabled, that role cannot transition from the from status to the to status.  At 
least last time I looked it needed to be disabled to be allowed.  But that's in 
7.6.03 - not sure about more recent versions.

Might also want to take a look at the Status Transition Rules - I'm on 7.6.04 
and don't know if they have the Transition Rules set up for WOs, but for Change 
and Incident that's where some of those blocks are located.
