That makes sense. I only checked 'SYS:Status Transition Rules'. At first I though why are the WO rules not in the same location as other ITSM rules but realized WO being part of SRM it was designed to be able to stand alone. Although there are SRD rules in SYS:Status Transition Rules so at this point I call inconsistency.
