I agree - that's what it's there for.

*If* you have to have MX secondaries that aren't protected by ASSP, you must 
put them in this list 
to bypass delaying, PBox and the rest.  Otherwise you're treating them just 
like any other IP, and 
they can't then do their job.

As others have said, many domains have discarded secondaries as they are used 
more as a target for 
spamming than for any other role.
