Last time I checked the official stats 88.5% of all browsers have Java 1.4 or above installed.
Therefore apart from the 125kb Corraleta applet 88.5% of browsers can be making calls in 10 seconds or less from downloading to dialing for the first time. Sounds pretty reasonable to me. But like I said I don't think you are asking the question because you want to learn something. People have suggested alternatives but none seem 'suitable' for you.
