OVPN uses UDP, so overhead is low-ish. IPSec and L2TP/PPTP use GRE, also
low overhead. Latency should not be a big issue.
Biggest potential problem is crypto re-negotiation, which can introduce a
pause in traffic. Not really noticeable with data, but messes up voice for
a second or two every hour or two. I have set mine never to renegotiate,
also never to use compression.
Works fine for me (and for about 10 people at the far end of a single
dedicated DSL circuit).
