Thanks to everyone who replied with their torrent blaster techniques. It was sheer co-incidence that the same question was asked on slashdot. I guess this is a hot topic with kids on summer break. Anyway, I cheapened out and fired up a spare server with MonoWall. I am really happy with this solution. I am running off the bootable CD and saving my configuration to a floppy disk. I was able to see it perform in a real world test and it worked flawlessly. I did run into trouble using the latest 1.3b11 beta release and reverted back to the stable 1.222 version. I couldn't get remote ata's working.

I went to cbc.ca/marketwatch to find a speedtest app, that site redirected me to some speedtest site that did a great job at providing me with my upload and download limits. After that, I used the magic traffic shaper wizard and then added a couple of entries into the rules to set traffic along voip ports at high priority. You will likely still need to tweak a bit however the whole ordeal was relatively simple.

If I had a spare d-link (or is it linksys) router then that would have been my second preferred choice, running tomato firmware.
