You do know that there are DSL ISPs out there, other than Bell, who can give you a static IP for as little as $4/month? As an added bonus, they also happen to be Asterisk friendly, sane, English-speaking, non-offshored support, and actually able to help you when you call in. It's quite a novel concept.
One such ISP starts with "Ca" and ends with "neris". And there are plenty of other DSL ISPs for you to choose from at www.canadianisp.ca. As for cable, unfortunately not much to look at other than Rogers and 3Web (within Ontario). But in 5 years I've only had my cable out for maybe 30 hours, an even though it is DHCP, my IP only changes about once every 6 months. The DSL was nothing but a headache, poor customer support ( and yes Rogers is no better ), IP changes anywhere from every few hours to longest of about a week.
