My understanding (and I reserve the right to be wrong) is that PRI is a form of T1. Specifically, it takes one of the 24 channels as a signalling channel for the remaining 23 voice channels. (As compared to a robbed bit T1, where it takes some of the bits within the voice channel and uses them for signalling).
Typically PRI hardware is more expensive than T1 hardware.
